Harris County to try veterans' court pilot program

228th District Judge Marc Carter will preside over a new Veterans’ Court Program in Harris County, which will be the first of its kind in Texas. The goal is to give a second chance to veterans facing criminal charges, says Carter, himself a U.S. Army veteran. He says it will aid veterans who turn to drugs or alcohol because of a brain injury or post-traumatic stress disorder related to combat.
