Summary:
Under general direction, is responsible for preparing and trying civil cases; supervises support staff; conducts legal research; negotiates case settlements; represents County as plaintiff or defendant in civil litigation; and performs related duties as required.
Duties and Responsibilities:
Supervises support staff in the operational aspects of preparing pre-trial hearings and cases
May consult with expert witnesses, insurance representatives, Elected/Appointed Officials and/or department heads on issues related to litigation
Responds to motions and briefs in State and Federal courts
Researches statutory and case law
Prepares witnesses for deposition and trial testimony
Prepares, reviews and approves legal documents
Performs related duties as required
Minimum Qualifications:
Graduation from an accredited college or university with a Doctorate of Jurisprudence, and four years of litigation experience in State and Federal court; or an equivalent combination of education and experience
Good knowledge of the civil and criminal justice systems; good knowledge of case law; knowledge of law enforcement operations; knowledge of medical and mental health terminology
Skill in supervising employees; skill in legal research; skill in negotiation; skill in making presentations; skill to communicate effectively with hostile, abusive and irrational individuals
Ability to communicate effectively, both verbally and in writing; ability to operate personal computer; ability to establish and maintain effective working relationships with co-workers, County employees, outside agencies and the general public
Must secure and maintain a favorable background investigation
Must be licensed to practice in the State of Texas
Must be licensed in Federal court
May be required to work more than 40 hours during the workweek

Individual Office/Department Conditions:
Incumbent will not perform duties listed under Essential Functions (1-5), but will perform the duties listed below:
Supervises support staff in the technical aspects of preparing legal briefs, and correspondence to ensure accuracy and professional correctness;
Provide legal services relating to Public Information Act (Open Records) requests made to Bexar County elected officials, offices and departments;
Prepare, interpret, and review policies, legal opinions, and other documents to ensure compliance with legal requirements of the Texas Public Information Act;
Researches statutory and case law to prepare legal briefs requesting opinions from the Office of the Attorney General of Texas pertaining to Public Information act requests;
Provide annual training to Bexar County elected officials, department heads, and their staff regarding the legal requirements of the Public Information Act;
Must secure and maintain a favorable background investigation from the Bexar Criminal District Attorney’s Office.

Preference: Prior experience in personal injury cases, as well as counseling and defending governmental entities and/or employers in employment/labor proceedings.
