I) Job Purpose
The Contracts Procurement Attorney will develop, prepare, review, and administer product and commodity contracts as well as request for proposals and bids for the Purchasing Department of MHMR of Tarrant County (a governmental entity employer). This position will work closely with Purchasing department and legal team in order to draft the final negotiated contract terms and conditions. This position will be part of MHMR’s Legal Team and will report to General Counsel.
II) Essential Functions
A) Prepares and administers contracts and RFP’s
B) Reviews cost proposals and pricing information
C) Compares bids from vendors and determines or assist with determination to whom contracts will be awarded.
D) Evaluates vendor proposals to ensure that all requirements are met.
E) Confirms that terms and delivery dates are accurate.
F) Evaluates competence of vendor.
G) Oversee the preparation and revision of contracts that involve the purchase of sale of goods and / or service.
H) Prepare contract change notices, monitor contractor performance and provide legal assistance and counsel in the preparation of bids.
I) Maintain an audit file for each contract per agency procedures.
J) Ensure that contractor is in compliance with legal requirements, owner specifications and government regulation.
K) Collect, coordinate and prepare draft documentation for RFP’s for Buyers, Managers and Directors in accordance with agency policy and procedures and their request for proposal contract requirements.
L) Under the direction of the General Counsel, acts as a liaison by attending meetings, making presentations on policies and procedures, providing input on proposed legislation, preparing correspondence, communicating with other departments, informing and advising departments and divisions on current trends and laws.

III) Knowledge of Laws, Regulations, Policies/Procedures, Skills, and Abilities
A) Knowledge of legal contract principles and procedures as well as laws, rules and regulations governing commodities and services purchasing for governmental entities.
B) Contracting methods, especially as they may be applied to the public entities.
C) Knowledge of the methods, policies and procedures involved in purchasing a large quantity and variety of supplies, equipment, services and goods
D) Knowledge of contracting negotiation and the awarding of contracts.
E) Excellent organizational skills and attention to detail.
F) Excellent administrative and analytical skills.
G) Proficient in Microsoft Office Suite or Similar software.
H) Ability to negotiate and prepare agreements and contracts
I) Ability to apply independent judgment and technical knowledge to analyzing bids, recommending awards.
IV) Internal & External Customer Service
A) It is expected that the position will interact with partners and other service providers and positively will represent the agency internally and externally.
This position requires driving to and from locations for work and may require overnight traveling for conferences. Employees are required to have a license in good standing and be able to be covered by agency liability insurance. If personal vehicle is utilized for work travel, then maintaining personal auto insurance coverage is required.
One (1) year of experience
Valid Texas driver’s license with an acceptable driving record
Juris Doctorate with license in the state of Texas
Pre-employment tests including drug and TB Screening, Physical Exam including balance and lift test.
