79th JUDICIAL DISTRICT ATTORNEY’S OFFICE- NOTICE

JOB TITLE:  INVESTIGATOR – Border Prosecution Unit (BPU) Operation Lone Star (OLS) Investigator (Border Prosecution Unit grant funded position)

SALARY LEVEL:  Minimum salary-$45,000 with a possibility of up to $54,000, based on candidate’s prosecutorial and/or management experience.  This position is funded by a grant through the Office of the Governor’s Homeland Security Grant Division. 

SUMMARY: The Legislature has provided funding for the BPU to provide an attorney specifically dedicated to assisting County Attorneys with investigations and prosecutions of OLS caseloads within the BPU regions. Under the custom and practice of the BPU, the regional District Attorneys work together to insure the BPU/OLS prosecution team (prosecutor, investigator and administrative assistant) is available and is deployed in a manner to effectively address the priorities and needs of the County Attorneys in the jurisdictions in which they serve. The assignment of the BPU/OLS prosecution team and the principal office location(s) for the position are determined by the employing district attorney in consultation with the County Attorneys in the jurisdiction. The selection of the BPU/OLS personnel is determined in consultation with the District Attorney and County Attorneys within the jurisdiction. However, the employing District Attorney has the sole right to employ and/or terminate, the personnel under the BPU grant and each elected prosecutor has the sole responsibility to supervise the BPU/OLS personnel assigned to assist with their respective caseloads. The BPU/OLS Prosecutor is hired and supervised by the 79th Judicial District Attorney and will comply with the personnel policies set by Jim Wells County and will be assigned to assist the County Attorneys within the 79th Judicial District (Jim Wells and Brooks Counties) and other jurisdictions within the BPU region in the prosecution of OLS and Border security related caseloads.

  • Assist BPU and the County Attorneys offices within the region with the investigation, presentation and trial of  misdemeanor cases.
  • Assist state and local law enforcement agencies within the region with the preparation of search and arrest warrants and other legal documents.
  • Upon request by other District Attorneys outside the 79th Judicial District and with approval of the employing District Attorney, assist in other jurisdictions.
  • At the direction of the District Attorney and the assigned County Attorney(s), confer with local, state and federal law enforcement agencies to determine the best practices and policies in addressing the BPU/OLS caseload.
  •  Provide and/or facilitate training for all law enforcement agencies within the region on issues pertinent to the investigation and prosecution of BPU/OLS cases, and other such issues in criminal law and procedure as may be needed.
  • Coordinate and collaborate with BPU personnel in each of the other two BPU regions on investigations and prosecution BPU/OLS cases.
  • Be available, as needed, to the BPU training director for assistance with training seminars in all BPU regions, with the permission of the employing elected District Attorney and secondary to his/her primary responsibilities of investigating, coordinating and prosecuting human trafficking cases.
  • Conducts case investigations which include locating and interviewing victims, witnesses, defendants, law enforcement representatives, land owners, agents, and other persons as needed.
  • Collects, analyzes, and prepares evidence in accordance with departmental procedures; accesses criminal history records, incarceration records, public and business records, and other pertinent information.
  • Contacts laboratory analysts, medical examiners, physicians, judicial representatives, and law enforcement officials in the investigation of assigned cases.
  • Travel within the 79th Judicial District and BPU region.

QUALIFICATIONS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  Any employee who drives a vehicle on official business must have a driving record which meets standards set by the County and the County’s insurance carrier.  A background check will be conducted on applicants.  Two references required.  Jim Wells and Brooks County policies, including applicable drug testing policy, applies.

EDUCATION and/or EXPERIENCE:  The investigator hired will hold an advanced or master level peace officers license and have a minimum of ten years law enforcement experience.  Additional certifications preferred: instructor certification, firearms instructor certification.

LANGUAGE SKILLS:  Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  Ability to respond to common inquiries from the public, regulatory agencies, and law enforcement entities.  Ability to effectively present information to top management and public groups.  Ability to speak and/or read Spanish preferred.
