Prosecutes Class "C" misdemeanors in Municipal Court; advises offers of the Police Department regarding criminal legal procedures; conducts legal investigative research; drafts and reviews legal memoranda, policies, ordinance, and other legal documents; assists the City Attorney as directed.

JOB DESCRIPTION
KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of city, state, federal, common, and constitutional laws affecting the City government.

  • Knowledge of the rules of civil procedure and the rules of evidence, both state and federal.

  • Knowledge of the judicial procedures and rules of evidence.

  • Knowledge of established precedents and source of legal reference applicable to City

    activities.

  • Ability to practice law in the State of Texas.

  • Ability to analyze and prepare a variety of legal documents.

  • Ability to conduct research on legal problems and to prepare legal opinions.

  • Ability to express ideas clearly and concisely, both orally and in writing.

  • Ability to effectively communicate both orally and in writing in the English language and

    orally in the Spanish language.

  • Ability to maintain good health and physical condition sufficient to permit the full

    performance of the duties of the position.

  • Posses interpersonal communication skills, problem solving, and decision making abilities.

    PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:

    Capable of working closely with others or alone. Ability to operate office equipment; Work requires light carrying (under 15 pounds), sitting, standing, and walking. Ability to see, write, read, count, and hearing is needed to perform the essential functions of this job.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Prosecutes City ordinance offenses, Texas Transportation Code offenses, and Texas Penal Code Class "C" misdemeanor offenses at the Laredo Municipal Court.

  • Collaborates with City staff and community stakeholders to engage in proactive problem solving for neighborhood quality of life issues.

  • Act as legal advisor and provides legal services to various City departments, boards, and commissions, with special emphasis on providing guidance to inspections and enforcement staff.

  • Represents the City in administrative hearings.

  • Drafting resolutions, ordinances, legal opinions, and agreements.

  • Perform other job-related duties, within reason and capabilities as directed, as assigned.

    MINIMUM QUALIFICATIONS

    Doctorate of Jurisprudence degree from an accredited law school.
    -AND-
    At least two (2) years of experience practicing law in the State of Texas.

    Resume and writing sample demonstrating legal writing skills may be required upon request.

    VALID LICENSES AND CERTIFICATIONS

    Certificate of admission to the Bar of the State of Texas and eligibility to practice law before the courts of the State of Texas and federal courts is required.

    Valid Texas Driver License*
    *If applicant holds an out-of-state license, a State of Texas Driver License must be obtained prior to employment.

    As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

    Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

    Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
