BPU Director of Training Job Description

Qualifications:
- Licensed attorney in the State of Texas with minimum 5 years experience in criminal law, 10 years preferred
- Basic Instructor Certificate issued by the Texas Commission on Law Enforcement (TCOLE), or willingness to obtain the 40-hour certification within ninety days of engagement.
- Proven leadership experience.
- Computer proficiency with Microsoft Word, PowerPoint, and Adobe Acrobat Pro
- Prior experience managing training programs highly preferred
- Able to travel to BPU produced and/or sponsored training programs throughout the border region (see attached map) and beyond as may be necessary to support the BPU training mission.
Key Responsibilities
- Serve as the primary point of contact for all training initiatives supporting Border Prosecution Unit personnel.
- Lead the design, development, and delivery of high-quality continuing legal education (CLE) and professional development programs aligned with BPU objectives.
- Collaborate with stakeholders to identify training needs and develop relevant curriculum.
- Coordinate participation of law enforcement partners, including the Texas Department of Public Safety, in training programs.
- Manage speaker identification, selection, logistics, and communications, including contracts and course content review.
- Develop and deliver training curriculum as needed.
- Oversee coordination of training events, including collaboration with meeting planners and on-site support teams.
- Ensure training programs meet requirements for MCLE credit through the State Bar of Texas and continuing education credit through TCOLE.
- Act as liaison with external organizations, training providers, and technical assistance partners.
- Support contract administration, renewals, and reimbursement processes related to training services.
- Assist BPU Grant Analyst in tracking and monitoring expenditures for contract training providers.
- Assist General Counsel with grant-related activities, including applications, compliance, and program monitoring.
Compensation & Structure
- Compensation: Commensurate with background, experience and demonstrated skills
- Engagement: Can be structured as either a contract for professional services or a salaried position with benefits.
- Range: $140,000 -$165,000 annualized
- If the position is awarded as a contract for professional services, reimbursement will be provided for all required travel expenses at the rates established from time to time by the Comptroller of Public Accounts, and for other expenses directly related to performance of duties and responsibilities as Director of Training, including if applicable, the cost of attendance at training to become certified as a TCOLE Basic Instructor.
- NOTE: If the position is awarded as a contract for professional services the contractor will be responsible for all normal business expenses, including but not limited to equipment, telephone, computers and peripheral electronics, insurance, utilities, office space rental, internet and telephone service, subscriptions, and income and self-employment taxes. Further, the contractor will not be eligible to participate in, nor be qualified for, any employee benefits such as state or local sponsored pension programs, 401k, and major medical insurance coverage.
- LOCATION
- If the position is awarded as salaried position the person will serve as a full-time employee of the county of the sponsoring BPU jurisdiction (refer to attached map of the border region) and be subject to the supervision and in-person attendance policies established by the elected border prosecuting attorney of that county. The salary, benefits and expense reimbursements applicable to the position will be as per the established compensation, benefit and travel policies of the employing county.
