Summary:
The Civil Division of the Bexar County Criminal District Attorney’s Office serves as in-house counsel to Bexar County. This job posting seeks a transactional attorney who, under general direction, negotiates and drafts a wide variety of contracts and legal documents; conducts legal research; and performs related duties as required.
Duties and Responsibilities:
- Drafts, reviews, negotiates, and finalizes a broad range of contracts and legal documents on behalf of Bexar County, including but not limited to: grant agreements with nonprofit organizations; interlocal cooperation agreements with other governmental entities; economic and workforce development agreements; professional services agreements; programmatic agreements (e.g., drug treatment, mental health, and counseling services); software licenses, SaaS agreements, and other IT-related procurements; vendor and supplier contracts for goods and services.
- Reviews and advises on federal and state grant-funded agreements to ensure proper documentation, eligibility, and performance compliance.
- Ensures contracts and agreements are aligned with applicable laws, County policies, and best practices in public sector risk mitigation.
- Provides timely, accurate, and solution-oriented legal advice to County officials and departments, including but not limited to Community Resources, Purchasing, Emergency Management, Information Technology, Judicial Services, the Sheriff’s Office, and Constable Precincts.
- Collaborates closely with internal stakeholders to ensure legal compliance with state and federal statutes, regulations, and procurement requirements.
- Conducts legal research, prepares legal memoranda, and drafts formal legal opinions in support of County operations and policy implementation.
- Monitors changes in the law and advises departments on evolving legal requirements relevant to contracting and grant compliance.
- May assist with review and analysis of Public Information Act requests as needed.
- Coordinates with other attorneys within the Civil Division to ensure consistency, efficiency, and thoroughness across matters.
- No litigation or courtroom responsibilities are associated with this position.
Minimum Qualifications:
- Doctorate of Jurisprudence with an active bar license in good standing for the State of Texas.
- Minimum of three years as an attorney, including a minimum of two years as a transactional attorney.
- Excellent research and writing skills.
- Proficiency with legal tools and software such as Westlaw, Outlook, Microsoft Word, and Adobe.
- Ability to communicate effectively, both verbally and in writing.
- Ability to establish and maintain professional, effective working relationships with co-workers, County employees, appointed and elected County officials, outside agencies and the general public.
- Ability to maintain the highest ethical and professional standards of conduct as an attorney representing the State of Texas and Bexar County.
- Must secure and maintain a favorable background investigation.
Preferences:
Prior experience drafting government agreements and/or experience drafting grant agreements and agreements funded through state and/or federal grants.
Working Environment and Physical Demands:
- May be required to work more than 40 hours during the workweek.
- Constantly working in indoor conditions.
- Occasionally moves items weighing up to 10-15 pounds.
- Occasionally moves about the office.
- Constantly operates a computer and other office productivity machinery.
- Must be able to remain in a stationary position.
